The African Union has unanimously endorsed the Continental Artificial Intelligence Strategy, establishing uniform legal guidelines governing data ownership, algorithm transparency, and taxation of foreign tech conglomerates across all 55 member states.

The framework seeks to prevent regulatory fragmentation across African jurisdictions. Key provisions mandate that global AI developers training on African indigenous datasets must guarantee equitable value redistribution, protect biometrics, and comply with sovereign data residency standards.

The policy also establishes the African Sovereign Compute Fund, pooled through multilateral development banks and corporate digital levies, aimed at financing national research supercomputers across regional economic blocs.

'Africa will not merely be a market for Silicon Valley and Beijing,' emphasized the AU Commissioner for Infrastructure and Energy. 'We are setting the terms of engagement for technology transfer and human dignity.'
